If you're still looking, ask and check out India Domain. It gives you a complete listing of all sites on the Net with the word "India" in their Domain name. And it carries a roster of all servers physically located in India.
Further, there is separate list of some other good Indian web sites. This site was last updated on September 10, 1997. Plus, new webbies can submit their web pages to 50 search engines through this.
